Tragedy

I heard this news on my commute to the office this morning. What a tragedy.

The news headline is perplexing to me though. My question is, how do you "get hit by the train" unless you are standing on or near the tracks? Which then implies suicidal intent.

It's quite tragic that our train tracks are fast becoming a choice location to end one's life.
